The Center on Conscience & War (CCW), formerly the National Interreligious Service
Board for Conscientious Objectors (NISBCO), was formed in 1940 by an association of
religious bodies. CCW works to defend and extend the rights of conscientious
objectors. The Center is committed to supporting all those who question
participation in war, whether they are U.S. citizens, permanent residents, documented or
undocumented immigrants--or citizens in other countries.

CCW, located in Washington, DC, is governed by a Board of Directors and employs a staff
to serve the Center's national constituency. Services are provided to the public at
no charge. CCW participates in the G.I. Rights Hotline, a national referral and
counseling service for military personnel. In the event of a military draft, CCW
will assist in the placement of conscientious objectors in alternative service programs.
The Center is opposed to all forms of conscription.

Our staff works as a cooperative team to serve CCW's constituency out of our
offices in Washington, DC.
J. E. McNeil, Executive Director
J. E. McNeil, the Executive Director of the Center on Conscience & War,
has been a practicing attorney for twenty years. Before becoming the
Executive Director, J. E. McNeil worked with CCW/NISBCO on its legal committee,
where she contributed to amicus
briefs and represented conscientious objectors in court. J. E. McNeil has
also represented military tax resisters and demonstrators. At the Center
on Conscience & War, J. E. McNeil oversees the implementation of CCW's
programs and is responsible for the fund raising.
Bill Galvin, Counseling Co-ordinator
Bill Galvin, Counseling Co-ordinator, has decades of experience working with
conscientious objectors through CCCO and the Presbyterian Peace Fellowship. He
co-ordinates and trains military counselors, lobbies for the end of registration and
Selective Service, works with immigration attorneys and others on asylum and related
issues, and is in the process of reviewing the RIPS (Registrant Integrated Processing
System) manual for compliance with the law.
Rachel Zuses, FEAT Administrator
Rachel Zuses, the FEAT Administrator, graduated from Swarthmore College, where she
studied Religion and Peace Studies. At the Center, Rachel Zuses provides
administers the Fund for Education and Training (FEAT), a loan program for non-registrants
with Selective Service.
