Dear Friends of Conscientious Objection to War:

The Center on Conscience & War has spent over sixty years seeking to extend and defend the rights of conscientious objectors. But we have also spent much of that time seeking to end peace time conscription. As you know, we do not currently have a peace time draft, but we do have something that is equally insidious and, for many, an equal burden on their conscience: Peace time registration for the draft.

Since it was reinsituted in 1980, registration for the draft has been a symbol of the readiness of our young men to kill for the government. For many, the need to refuse to participate in this symbol has been so strong that they have chosen not to register and so suffer lifelong penalties of no Federal Education Grants (the primary source for college funding these days), no federal job training, being barred from some state universities and most federal jobs. And those who are not US citizens have no chance to ever become a citizen of the United States. Unfortunately, even more numbers of inner city youth and immigrants are subject to the same penalties out of ignorance. But to the law it makes no difference.

For these reasons we have continued to seek the end of registration for the draft. While we seem to be getting the ears of Members of Congress we face a substantial bar. Each of the Members to whom we have spoken have said that they need to hear from you, their constituents, before there is any real hope for ending registration. Thus we are asking your help in a very concrete matter.

We need a letter writing campaign to Congress from all of our constituent churches, meetings, synagogues and mosques this winter into spring leading to a lobbying day on May 16, the day after International CO Day. Together with the National Campaign for a Peace Tax Fund we will make sure that Congress hears from conscientious objectors, and religious communities that support conscientious objectors (which are most religious traditions in this country). Please disseminate to your church and others the enclosed sample letter to send to their congressional members. We ask that a copy of the letter be sent to our office as well, so we will know which members of Congress have been contacted by their constituents.

The Center on Conscience and War depends on the active participation of its donors, and other supporters of the peace and justice movement. One way to participate is to actively contact public officials, representatives, media personnel, and community members about issues of concern. Public discourse on the issues of freedom of conscience changes the agenda of today from one of violence and misunderstanding to peace and open communication.

The Center continuously receives and distributes information on current political, legislative and legal issues that require immediate attention from national and international groups and individuals. Please join us in our struggles for international recognition of religious freedom and freedom of conscience. We will post as much information as possible on upcoming legislation, laws, and political statements. Please call, write, fax and email your comments and support for conscientious objectors everywhere!

New tactic to enforce draft registration will deny additional benefits to conscientious objectors!

The Selective Service System (SSS) is now reporting that close to thirty states are considering legislation that would link application for a driver’s license to registration with Selective Service. The SSS FY 2000 Annual Report states, "A new direction for supportive state legislation was established by Oklahoma and Delaware in FY 2000, when these two states enacted new laws with tremendous potential for significantly increasing compliance with the SSS registration requirement." Arkansas (Act 73), Utah, Georgia, and the District of Columbia have passed this legislation.

Details vary from state to state, but the general policy is to authorize the automatic transfer of information to the SSS (for those required to register) from applications for a driver’s license, permit, or similar form of identification. Young male conscientious objectors will now truly become second-class citizens in their effort to refuse registration.

CCW has confirmed that driver’s license legislation is under consideration in the following states:

Alabama, California, Colorado, Florida, Hawaii, Illinois, Iowa, Kentucky, Louisiana, Massachusetts, Mississippi, Missouri, Montana, Nevada, New York, North Carolina, Ohio, Pennsylvania, Tennessee, Texas, West Virginia, and Wisconsin

CCW is encouraging concerned citizens to research the status of such legislation in their own states and to speak out against it.
